With reference to Board of Trade letter No. M 1310/37,
of the 13th October, and to subsequent correspondence on the
subject of Japanese interference with the discharge of
cargo from British vessels, I am directed by Mr. Secretary
Eden to transmit to you herewith a copy of a telegram which
he has received from His Majesty's Ambassador at Tokyo.
The Board will observe that the Japanese Government explain
that the "illegitimate unloading" to which their former
reply refers (see Sir Robert Craigie's telegram No. 488, or
the 5th October), relates to cases in which junks or
lighters, having unloaded cargo from a British vesel,
tranship it into another steamer or transport it to a harbour
other than that off which the steamer is lying. The
Beard will also have observed from the telegram No. 246, of
the 22nd October addressed by His sjesty's Chargé d'affaires
at Nanking to His Majesty's Ambassador at Tokyo, of which a
copy was transmitted under cover of Foreign office letter
No. 8316/130/10 of the 26th October, that it is not
normal practies for junks or lighters carrying cargo from
ocean-going ships to discharge it in more than one port.
3. In the circumstances, Mr. Eden does not consider
that a furth approach to the Japanese Government would
serve/
